Howard, you may be in a different font-system - without knowing it (Just one
guess from MY experience(?), not technical stuff). I use 2 of them
(as set in "Regional systems" in the Control Panel) and change them by
simultaneously holding down Alt-Shift. Then the keys start representing the
"other" font set.
It may be worthwhile to try, your (") may come back(?????)
If you use the numerical board for the ", there may be NumLock pushed (with
the light on) - try to re-push it in that case.
