Anticipatory Systems refers to physical systems that have an "internal predictive model", as my father described it, which is what causes the anticipatory behavior. Volitional systems are different. In fact, he was criticized when Anticipatory Systems came out for confusing scientific phenomena with human thought patterns, or rather "polluting" science by anthropomorphizing organisms like a tree. Anticipatory systems have no volition in their anticipatory behavior, whatsoever. Whether volitional systems are also anticipatory is another question. The two are completely, distinctly different things.
