If the article indeed refers to "Shannon information" then it refers to
syntactic information (without any semantic aspects). Thus the underlying
assumptions already place it outside of Rosennean complexity. I think
the "finite maximum entropy" (or number of possibilities) for a finite
volume of space is a logical consequence only when you assume "Shannon
information".
